Remington Street Stormwater Improvements & Sewer Line Replacement (February-August 2020)#

An undersized stormwater system and aging sanitary mains were replaced in Remington Street from Spring Park Drive to Prospect Road from February to August 2020. The project improved wastewater operations and drainage and flood protection in the neighborhood. By providing a larger capacity stormwater connection from the Prospect/College intersection to Spring Creek, it also will reduce flooding issues at this major intersection.

PROJECT DETAILS

Beginning in mid-February, existing storm drainage pipe was replaced along three blocks of Remington Street (from Spring Park Drive to Prospect Road) with large diameter storm pipe and new inlets at the Stuart and Parker street intersections.
The sanitary sewer main was replaced in the 1600 and 1800 blocks of Remington Street, and an additional parallel sanitary sewer main was installed on the east side of the 1800 block of Remington Street.
Construction began in the 1800 block of Remington Street and continued north.The road was closed to vehicle traffic and parking along each block during active construction.
The intersections of Remington Street and Prospect Road and Remington Street and Spring Park Drive remained open to east- and west-bound traffic during construction.

Alleys and sidewalks typically remained open with temporary sidewalk closures when needed for safety. Residents had access to their homes but were not be able to park in front of their homes or in the driveways when the block was closed for construction. After utilities work was complete on the block and a drivable surface installed, local access was opened for residents to park in their driveways.

The project manager delivered monthly updates to impacted residents and provided contact information for any questions during the construction period. Residents also could sign up for monthly email updates.

Project Updates - 8/25/2020

Residents and neighbors, this is my sincere thanks for your support and patience throughout the spring and summer months of 2020. It’s been my pleasure to get to know some of you over the past several months. While a global pandemic is underway and some of you are working from home, construction is right out your front windows and you've been good-natured through it all!

Some folks have expressed overall concerns about traffic volumes and speeds on Remington as traffic maneuvers get back to normal. I am providing contact info for staff that is in charge of the "speed bump" program at the City. If you have concerns or comments that you would like to make, please contact Fred Jones, City Traffic Operations, 970-224-6163, fjones@fcgov.com. If there is enough interest, the City can conduct further analysis to determine if installation of a speed bump on Remington is advantageous.

The overall project finished within three weeks of the original finish date, and will likely come in under budget! Project Updates - 7/8/2020

Thank you, residents and neighbors, for your continued patience as construction in your neighborhood continues. We are on the homestretch!

July 13-17: Stormwater installation and concrete work at the Parker Street intersection.

July 20-31: Sanitary sewer main replacement on the 1600 block.

July 13-24: Paving operations will be underway on Remington, from Spring Park Drive to the north side of Stuart Street. This means that the Stuart intersection will completely close again during this two week timeframe and there will be no vehicle access on this section of Remington. You will need to plan to park on Spring Park Drive, Stuart Street or elsewhere. Vehicle access into and out of the 1700 block will be from Parker Street only.

August 3-19: Paving operations along 1600 and 1700 blocks of Remington (from north side of Stuart to south side of Prospect). This means that the Parker intersection will be completely closed and there will be no vehicle access onto this section of Remington during this time.

Please note that construction work on Saturday will be likely during paving operations.

We will open up sections of roadway early if paving and striping operations finish early. We will keep you updated if there are any schedule changes.

Prior to paving operations, remember that automobile access to and from driveways within the 1600 and 1700 blocks will need to be before 7:30 a.m. or after 5 p.m. on weekdays. Pedestrians and cyclists need to stay on the sidewalks and adhere to sidewalk closure signs. If 'SIDEWALK CLOSED' signs are posted, please find another route. It is not safe to walk down the road in the construction zone.

Project Updates - 6/18/2020

Thank you, residents and neighbors, for your patience as construction on the Remington Stormwater Outfall project continues into the summer. Currently, we are on schedule to finish the project by the end of July or beginning of August.

Construction activities are active on the 1600 block, but as you are probably aware, construction equipment, materials and dirt piles are still occupying much of the 1700 block. There is little to no construction activity on the 1800 block, but road closure signs are still in place to keep through traffic to a minimum until new asphalt is installed. However, residents of the 1800 block are free to drive in and out as needed. Asphalt work is scheduled for the last two weeks of July. During that time, the roadways will be closed to all traffic and parking once again. This stage of construction may last up to two weeks. Once new pavement and striping is installed, the roadway will be fully opened back up to cars, bikes and pedestrians.

Safety is always our top priority and with that, it is VERY IMPORTANT to always use caution if driving through or walking down the block to access your house. Reminder that automobile access to and from driveways within the 1600 and 1700 blocks will need to be either before 7:30 a.m. or after 5 p.m. during weekdays. Pedestrians need to stay on the sidewalks. Where there are no sidewalks, it is NOT OK to walk down the road, it's TOO DANGEROUS! Please find another route. Also, please do not let children play on the dirt or rock piles, this can also be DANGEROUS. We appreciate your help in doing your part to keep yourselves and families safe.

As construction moves into the Parker intersection and the 1600 block of Remington Street, we would like to remind residents that automobile access to and from driveways will need to be before 7:30 a.m. or after 5 p.m. during weekdays. Please plan to adhere to these time frames, so construction activities do not inadvertently block you into your driveway for the day. More importantly, safety is our biggest concern and it is not always safe to drive through the construction zone to get to your home or driveway. We ask that you move your car in the morning or walk to and from your car that is parked elsewhere during the day.

We apologize for the inconvenience but are always happy to help carry groceries or whatever, just let us know. Call the project manager directly if you need any assistance.

A 54-inch diameter storm sewer main and a new sanitary sewer main will be constructed in the 1600 block of Remington in June and July.

Trash and recycle containers may need to be moved to the end of the block for pick-ups. We will assist with this when needed. If your trash service is through Gallegos, please make sure that your containers are labeled with your address (requested by Gallegos).

In addition, Q3 (or PSC) is continuing to install new gas mains for Xcel Energy. This work will likely continue through May and into June. If you see workers looking for utilities in your front yard, this is the Q3 crew and they are working to find and eventually replace the gas service to your home. Project Updates - 4/16/2020

Construction work on the 1800 block will continue through the end of April. The schedule has extended on this block due to weather delays and other construction issues. We apologize for the ongoing inconvenience. Once we are finished installing the storm pipe in the 1800 block, we will put a “driveable surface” roadway back in place and you will be able to access your driveways as needed. We will not be repaving the roadway until sometime in July when the entire project is close to wrapping up.
The intersection at Stuart and Remington will remain closed through mid-May. Construction will be more active at the Stuart intersection and 1700 block during the month of May. The 1700 block of Remington will be closed through May.
Waterline work at the Stuart intersection will be occurring during the week of April 20, which means that water service to the residents along the 1700 and 1800 blocks will be interrupted one day, for up to 8 hours (typically more like 4 hours).

Notifications will be placed at residents’ doors to allow them time to plan ahead. It’s a good idea to keep a couple of gallons of water in the refrigerator for drinking or cooking during the shut-off. Please let the project manager know if you would like to have bottled water delivered to your door prior to the water shut-off.

Project Updates - 3/18/2020

The Stuart/Remington intersection re-opened to traffic on March 12. This intersection will remain open for approximately one month until mid-April and will fully close to traffic again in mid-April for approximately two more weeks, or until the beginning of May. Like we’ve done for the residents on the 1800 block, we will work with you to maintain access to your driveways as much as possible. We ask that if you need to leave for the day, please leave by 7:30 a.m. You may not be able to park in your driveway again until 5 that evening.
Construction work on the 1800 block of Remington will be more active from March 16 through mid-April. Residents generally have been able to access their driveways in the evenings and occasionally during the day. The opportunities to drive in and out on this block will be greatly reduced during the coming weeks. We apologize for the inconvenience but we are always happy to help carry groceries or whatever you need - just let us know! Call the project manager directly if you need any assistance.
The construction crew will be replacing the sanitary sewer mains on the 1800 block from March 12 to 25. This includes re-connecting your sewer service to the new main with a new connection and new piping in the roadway.
The construction crew will be installing the 72-inch diameter storm sewer main on the 1800 block from March 26 to mid-April.
Trash and recycle containers will need to be picked up at the south end of the block on trash pickup days. We can help move these if you need assistance. If your trash service is through Gallegos Sanitation, please make sure that your trash and recycle containers are labeled with your address (as requested by Gallegos).
Xcel Energy will be installing new gas mains in Remington Street, below or behind the sidewalk but still within the road right-of-way. The contractor onsite will be Q3.

This work is being done in conjunction with the Utilities project to minimize the length of construction activities on Remington and to reduce impacts to residents. We apologize for any further inconveniences this may cause.

WHAT TO EXPECT

Utilities’ contractor, Garney Construction, will begin construction in mid-February and is expected to be finished by mid-July. Mobilization will begin the week of February 17 and construction should begin February 24, weather permitting. Each block will be fully closed from 6 to 10 weeks, with partial road closures also occurring on adjacent blocks.

Partial closure means that the road will be intermittently open to residents to park in their driveway only. Through-traffic and on-street parking will not be available during partial closures.

During construction you can expect to have trenches, earth mounds, dust and noise from large equipment directly in front of your property. Typically, construction will occur weekdays only, 7 a.m.–6 p.m.

WHERE TO PARK

Residents located in the construction zone who will not have vehicle access to their homes can apply (at the Open House or Parking Services at 215 N. Mason) for up to three FREE parking permits to park on adjacent open streets during construction. On-line applications are not available for free permits. Residents who already have parking permits may park on adjacent streets.

SAFETY

Roads and intersections are closed for safety and to complete the job as efficiently as possible. Safety for residents, bike riders, commuters, pedestrians and work crews is a top priority. Barricades and fences will be used to clearly mark areas of excavation at nights and on weekends. Detour routes will be provided as needed. Please keep children and pets away from construction zones.
