If you were writing a new smoking ordinance, what elements would you want, if any?

*No smoking allowed in public "gathering" places, indoors and outdoors. *No exemptions from no-smoking bans for any establishments (bars, bowling alleys, etc.) *Offenders would be warned the first time, then fined with progressively increasing fines for subsequent violations.

Ban smoking in all public places.

I think that anyone born after 1975 should be denied government benefits for smoking related health problems. There is no longer any excuse to allow people to begin a habit that WILL kill them, and cost taxpayers millions of dollars. All smoking related health problems should be paid for by the tobacco companies, not the taxpayers or other non-smokers who pay insurance premiums.

I understand that second hand smoke is dangerous to health of people who are not choosing to be exposed to it. I think that a new smoking ordinance should restrict smoking in restaurants, and allow bars to decide if they want to enforce the ordinance or not.

I want an ordinance that protects all workers. Lung cancer, heart disease, respiratory problems... should not be a condition of employment for anyone!

Stringent minimum air quality standards in all public places except designated smoking areas (DSAs). All estabs must have non-smoking areas meeting those stds. No children allowed in DSAs. No employees required to work in DSAs. Health Tax and warning signs on all businesses that have DSAs.

I would take the Smoke Free Code adapted from the Colorado Tobacco Education and Prevention Alliance and add to the list of "Public places". I would include schools, playgrounds and parks, essentially any outside place where children will be running and playing. I don't think they need the extra smoke added to their lungs while exerting themselves, do you?

There has to be an area set aside for smokers that non-smokers don't have to walk through. The stuff carries everywhere. I have even smelled it in my car, wafting into my air from a car in front of me. Since it is known to be so harmful aren't my rights more important than the smokers.

I think large bars should provide smoking and nonsmoking sections like a restaurant. Bars with less than thirty people should be treated as restaurants. I can avoid ones that don't provide nonsmoking sections. I think that it should be up to the individual hotel owners whether rooms are smoking or not. They should know what is good business.

Employers need to provide information of their policy and the dangers of second hand smoke to prospective employees. All premises that allow smoking in any portion of an area (multiple premise businesses should have each premise considered separately) must have effective and approved smoke filtration systems installed and operating at all times, regardless of size and occupancy.

no smoking in any public establishmeht. Smokers can smoke in the open air. I lived in the first county to ban smoking in California many years back and I saw no change in people's activity downtown with regards to businesses.

Children under the age of 18 cannot sit in smoking areas. Smoking areas need to be clearly marked and when appropiate a dividing wall should be installed. Staff workining an establishment cannot be fired for not wanting to work in a smoking area. A sign must be placed clearly marking a bar or other establishment as a smoking establishment.

I agree with no smoking in public places - streets, outside stores, etc. Private businesses should be allowed to set their own policies and the public can choose for themselves which they will support.

No smoking (at any time) in bars, restaurants and other public areas. But particularly in spaces where patrons and employees are stationary for longer periods of time (like restaurants) and generally do not have the opportunity to move away from the smoke.

I think that the businesses in Fort Collins must put in an exhaust system where smoking is permitted. Many establishments have smoking areas but the smoke drifts to the non smoking areas.

The only thing I might support is to limit smoking at the entrances/exits of public buildings.

I would stop just short of Prohibition. Smokers' rights? IMHO: Smokers should have no rights. Need a place to smoke? How about the morgue?

People should be allowed to smoke on their private premises only due to the health risks. Also, it is very disgusting to see cigarette butts all over the ground everywhere we go in Colorado. People are not taking responsibility to dispose of their cigarette butts.

Smoking outside in areas where people walk and gather such as sidewalks in downtown areas and parks should also be off limits.

No smoking in any enclosed public place. Non smokers rights to have a meal or a beer without breathing lethal smoke, must be respected. Smokers choose to smoke, that does not give them the right to inflict their toxic smoke onto those who value their health.

I would limit the use of any tobacco product in a public place, including chewing tobacco.

1) For business establishments, the policy should be decided by the owners of such establishments. 2) In common public areas, the acceptance of a smoking ban is discriminatory and would only enhance problems related to public health.

The CTEPA model covers it well.

Prohibit smoking in all restricted areas (offices, restaurants, hospitals, campus, ..). Increase fines for smoker in non-designated areas. Increase promotion of health care in schools and offices.

The new smoking ordinance would be respresentative of the smoke-free code ordinance where smoking would not be allowed in: -public places, including restaurants -bars; bingo parlors; bowling alleys; -over 25% of hotel rooms -20 foot perimeter outside of enclosed areas

Smokers must be so many feet from a building, because so many people smoke right outside the doors and it still drifts inside.

I am very much in favor of all the elements mentioned in the CTEP Alliance. For example, I will not take my 9 boy bowling because of the exposure of second hand smoke in an enclosed building.

I like what is written on the current proposal.

Smoking should be prohibited in any public place, indoors and outdoors. Smoking in motor vehicles on public roads should be done with the windows closed.

The CTEPA model is acceptable to me.

The existing ordinance is fine; leave it stand. Let's write some ordinances requiring drivers to pay attention to their driving, in particular, ban cell phones while driving.

Banning smoking inside a restaurant is not likely to hurt the business, however doing so inside a bar will severely damage the bar's profits so it should not be done.

I would adopt the California State Ordinance.

Smoking should be banned in public places. That such large regions as California (Manhatten will soon be changing their law) have similar ordinances attests to the fact that such a ban WILL NOT drive bars out of business.

I would allow smoking in places that non-smokers did not have to patronize. Effort should be made to protect non-smoking employees. I would not want smoking allowed in places like banks and government buildings, hotel lobbies, etc.

Residents and visitors of Fort Collins are allowed to make desicions for themselves in regards to which restaurants and bars they go to. Bar owners have the right to allow or restrict smoking in whatever way they deem appropriate. The free market, not the government, will provide a solution to this problem as people vote with their dollars.

Water restrictions dictate which day of the week we can water lawns. What is the feasibility of allowing bars to allow smoking on certain nights...although restaurants should ban smoking altogether.

No smoking means no "smoke odor" from smokers using a facility and then non-smokers using it at another time. It is virtually impossible to eliminate the smoke smell form walls, carpet, furniture etc.

Utah's Clean Air Act is perfect! I've been there, and it is so nice to walk into every building and not have to worry about smoke anywhere!

Ban smoking in all public places including the immediate area around entrances to public places. Establish a tax on smoking products to help pay for the enforcement and publication of the ban.

I am a non-smoker, going to bars is smoky but I know this and CHOOSE to go anyway. Bars, bingo, bowling alleys, etc. should be left alone. They are locations frequented by adults who CHOOSE to do so, it isn't like these people are smoking in a day care facility. Fewer laws, more sense.

Current ordinances in place are sufficient, as well as local restaurants that provide non-smoking sections and bars which are non-smoking. If you vote for an ordinance like Boulder has, I will dine out or go out for drinks much less, because I smoke. If you vote to pass a more restrictive ordinance, I will vote against every one of you who do so in the next election.

Smoking is not permitted in any indoor or outdoor public area except in designated smoking areas. Designated areas would be in your own home/car, or in quarantined areas similiar to what is in place in airports. Designated areas would never be in restaurants or within 50 feet of a public door.

Smoking should be banned in small enclosed spaces (per square footage) where there is no escape and inadequate ventalation.

It bothers me when people throw cigarettes out their car windows. I'd like to find a way to stop this.

I would not change the current system. It is not broken.

Same as CTEPA but with the addition that owners of buildings and the property they stand on can apply even stricter rules if they wish.

Smoke free stores, restaurants, and bars. It's silly for me to have to drive to Boulder to be in a bar.

It would be nice if a compromise could be made to reduce the impact on some businesses but this would involve comprising workers health, and would be diffucult to avoid still impacting businesses. The ordinance should be a complete public ban on smoking similar to the example one that the city has drawn up.

No smoking in restaraunts specifically. I can understand people wanting to smoke in bars. I would love to be able to watch live music in a smoke free place but know that it is not very realistic.

I would NOT include a ban on smoking near a building. Smokers need a place to smoke (especially during the winter). If they were forced to stay 20 feet away from buildings they would freeze. The air outside will diffuse the smoke more effectively than inside (like in a bar) - making people safer from second hand somke.

I, frankly do not think there should be any ordinances about smoking. As long as smoking is legal, restrictions should be determined by the market. Many restaurants had already become smoke free due to pressure from their clientelle.

I think that smoking should not happen in restaurants, or the codes should be stricter, so that the non-smoking areas are smoke free. I think bowling allies are also good places to free from smoking. Anywhere that a family might go for enjoyment should be smoke free.

"CUSTOMER'S" decide what businesses they will patronize!! They vote with their pocketbook!! If a business owner decides to make his business smoking/non-smoking -- then that is his choice. Customers determine what businesses fail/succeed. Why do we need an ordinance to tell a businessman how to run his business. If you want to fix something -- try the "Traffic Signals" -- speak of unnecessary pollution!! I say "FIRE" the Traffic Engineer and get someone in there that knows what they are doing!!

There needs to be a designated smoking area outside of buildings where the general public do not have to pass to walk into a building. Twenty feet is too close. People who leave butts where children can get them should be fined. Even outside gatherings places such as parks, zoos, ect. would also have designated areas.

Let the owners decide how to regulate the smoking in their own establishments. If people don't like the regulations in one bar they'll go to another until the owner changes the regulations. DON'T cram it down the owners' throats.

I wouldn't take part in writing a smoking ordinance. Its a waste of tax payers time and money. If I go to a place that is to smokie or uncomfortable, I go some where else to spend my money.

I look at it this way,the smokers should have just the same rights as the none smokers,if I can't come to Ft. Collins have a nice meal and enjoy a good smoke after words I will go some where else..as I'm sure will alot of other folks,that smoke...

Not allowed in any government facilities. Require owners of private facilities to publish policy at entrance: No smoking, partial smoking, or smoking allowed.

More education for the kids. Once you are 18, the government cannot control you, just TAX you.

The CTEPA model goes too far to limit smoking in bars, & bingo/bowling alleys. This is not a place where small children are, and these are places where people are already drinking. A law including these would not likely pass.

The City wants to tax the businesses and force them to go smokee-free, 2nd Tax the businesses and force them to enforce an ordinance they don't want and then fine them if they don't comply, then 3rd possibly tax them again to install smoke ventilation systems to protect an 18 and older crowd in the case of the bars. Slow down, the economy sure has.

In general, I don't believe that government should create legislation around choice issues. The problem is that you can't legislate a person's ability to take responsibility for their actions. Let's focus on better enforcement of the current ordinance and quit making government our "mother".

I like the current one--a total ban. Compare smoking to drinking. Drinkers only harm themselves, not those around them--of course except for driving which is illegal BECAUSE IT HARMS OTHERS.

Clear guidelines for what can be considered a smoke-free zone. Other than that, encourage citizens to petition businesses to voluntarily become a place of clean-air. Allow them to designate the area outside their business as a smoke-free zone as well. But do not require it. You will probably have better results this way.

Make smoking establishments place a sign in front of their businesses designating it as a smoking establishment. Make it like a warning like they have on tobacco products that you can buy once you are 18 years old.

Smoking should not be allowed in public places. Non smokers rights have been overlooked for too long. Let smokers smoke in their homes and cars, but not where it can affect others. Having to put up with the smell is one thing, but having it cause health problems is a whole other issue - which needs regulation.

No smoking in any "enclosed" public space

I would like to make it illegal for parents to smoke in cars or other enclosed spaces with children. Children deserve protection under the law as they do not have the power to leave.

The new ordinance should require anyone working in a smoking establishment to be at least 18 years old. Society and the government have determined and accepted the fact that once you are 18 years old, you can make your own decisions in life as an adult. Because 75% of the employees in the restaurant/bar industry smoke.

I understand that a complete obliteration of smoking is not necessarily possible, but it is possible to enclose smoking sections (as in airports) or to place large suction fans which could help with the problem. Ideally, though, I say no indoor smoking--anywhere.

Set fines so that when police ticket a smoker, profit from the funds go half to the police department opeartions funding and half to signs, etc for more public education about non smoking areas. This would encourage police officers to enforce the regulations, while still helping educate the public.

Live and let live..I wouldn't write a smoking ordinance in the 1st place. Socialism has no place in our free Republic. People that smoke pay a tremendous amount of taxes; stop the harrasment!

I would abolish the old smoking ordinance and put out the appropriate literature on second hand smoke inhalation.

I contend that areas form smokers should be provided and the business should incurr the cost and charge it to their smoking clientelle. Also, adequate smoke eaters/filtration be installed. I worked in one restaurant that increased its filtration capacity and even with people smoking at the bar it wasn't too bad.

I probably would not put the restrictions 100% on bars but I don't have a solution on how to accomplish this.

Smoke free restaurants, bars, skating rinks, auditoriums, gymnasiums, galleries, pools, bowling alleys, and all public and privately owned places where the general public gather.

Smoking is a dangerous addiction Businesses should have the right to determine whether they allow smoking in their establishments. If smoking is allowed, it ought to be far removed from the nonsmoking environment. Nonsmokers have the right to not smoke and to be free from this health hazard, that includes in their cars, at bus stops, and in any outside area where people tend to congregate.

I would allow smoking in designated areas as long as they were sealed off from non-smoking areas. Any public place may provide a "smoking room" as long as they can guarantee that people in the non-smoking section will not be significantly affected by secondhand smoke.

That smoking sections in restaurants have to have a "true" barrier from the public -- not a half wall or a "line drawn in the sand".

You can't smoke in public places. period. They have the wide open spaces of the outdoors to smoke.

I am very happy with the current ordinance. I like that smoking/non-smoking sections are provided in most restraunts, but that people can still make their own choice.

1. Restrict smoking to designated areas in enclosed publicly owned facilities. 2. Remove smoking restrictions on all privately owned businesses and facilities. 3. Remove smoking restrictions from open air public areas (streets, alleys, sidewalks, etc.). 4. Manage open-air smoking in public natural areas with seasonal fire restrictions as dictated by wildfire risk conditions.

We need more education for the employees.

The ordinance must allow for businesses to decide for themselves whether to provide a smoking section. If they do provide a smoking section, the ventilation system and barriers must be adequate to keep any secondary smoke from reaching the non-smoking section.

If I were writing a smoking ordinance, I would like it to be like the one in California - so that everyone can frequent every restaurant, club, bar or public venue without any risk to their health.

Having a smoking and non-smoking section doesn't make tons of sense to me. Sort of like having a "no pee" section in a pool. It doesn't matter -- you're gonna feel the affects anyway.

I would include all of the items you have listed.

Current restrictions quite adequately protect non-smokers from meaningfully harmful affects of smoke by giving them alternatives to avoid them. The fact that they might be offended by the slightest suggestion of odor does not justify statutory protection of their sensibilities. It would cross the line into police-state establishment.

I would like to see Smoking in public places only if there is seperate ventalated areas for the smokers. Like the glassed in areas that are in some Airports.

If there is to be smoking in bars/rest. make the establishment and any new similar businesses adhere to a strict air handling requirement. These businesses have to have more than the standard air handling in order to attrack and keep their clientel. Which equates to keeping your city tax revenue.

I feel there could be more of a seperation between smoking and no-smoking areas of a business. In other words, look into ways of seperating the two, so the non-smokers are not forced to smell or inhale the smoke, but also the smokers have free reign to smoke. I would make clear that there can be no smoking in city operated businesses, and I would also include reasons for not smoking.

1.) A smoke-free workplace for all workers, many of whom must accept low-paying jobs in bars and restaurants. 2.) And, a smoke-free environment for unsuspecting patrons who enter such establishments, without knowing the carcinogens they will inhale from others, who are exercising their "right to smoke." 3.) The "right to breathe" for all residents & visitors to our city.

Higher fines for infractions. Remove retail cigarette sales from within the city. Ban cigarette vending machines within the city.

Also, if it were my choice, smokers could only indulge in their own private homes. But if they do, they should receive information on the hazards they pose to their non-smoking cohabitants, especially children and pets.

If the business/venue were large that there would actually be a smoking section for people so they didn't have to go outside. That is the only change I would make.

no smoking on CSU campus, since it is a school zone, same as public schools. it still receives funding from the state and is intitled to regulation. certain zones in designated areas is fine, but when your walking on the campus the smoke is blown in your face as you pass someone smoking.

I would probably limit it to smokers smoking on their own property, and in their own vehicles. Smokers could not smoke around entrances to public buildings. No smoking at all in restaurants or bars. Any restaurant who would close their smoking areas would fill the whole restaurant with non-smokers - no problem.

i would write it so that bars and restaraunts that were incapable of managing the smoke in their interior evironment, based on an air quality standard, had to post something at their entrance to let those that do not like smokey environments consider alternative options....it would limit complaints to the owners and satisfy potential customers.

It should state that no one should frquent an establishment that they are not comfortable in. If they are uncomfortable they should leave and spend thier money where they are comfortable. A powerful way to vote in a free market system is to spend money that reflects your values.

I would prohibit smoking from ALL public places (even outside venues). Although you are outside, if you are directly near a person smoking, you get inundated with smoke just as you would if you were indoors. I am not opposed to having strictly regulated designated smoking areas.
