Project Status#
To enlarge Halligan Reservoir, the City of Fort Collins requires permits from the U.S. Army Corps of Engineers (Corps) and other federal, state and local agencies. Before issuing permits, the Corps produces an Environmental Impact Statement (EIS), which will be published for public review and comment. The EIS describes the potential environmental impacts of the Halligan Water Supply Project, as well as other water supply alternatives considered to meet the City’s water storage needs. Based on its analysis, the Corps will select the least environmentally damaging practicable alternative (LEDPA). The LEDPA might not be the Halligan Reservoir enlargement.
An EIS is released for public comment during the draft stage and again during the final stage. Following the EIS, a Record of Decision and permit will be issued by the Corps for the LEDPA. The draft EIS was released Nov. 22, 2019.
The schedule is dependent on the needs and requirements of the various permits and subject to change.
