Floodplain Review Fees


New fees for Floodplain Use Permits, Floodplain Permit Variances and the review of Floodplain Studies will go into effect January 2014.

Fees have not increased since first adopted in the late 1980s and do not accurately reflect required staff time. The fees only will affect property owners in the floodplain who are planning to make improvements to their property.

The fee for a basic floodplain permit application will increase from $25 to $50.

Fee increases are intended to

  • cover costs incurred by Fort Collins Utilities in reviewing permits and studies.
  • account for significant review times associated with certain types of floodplain permits and reviews, including Conditional Letters of Map Revision (CLOMRs), Letters of Map Revision (LOMRs) and variance requests.
  • better assign costs to floodplain review applicants through a new fee structure.
  • institute a "user pay" approach: the applicant requesting floodplain review services will pay for those services instead of utility customers paying through existing service fees.

The new fee structure

  • has review fee categories that would be collected based on the level of review.
  • collects an initial fee for up to two reviews to promote more complete submittals and reduce the number of floodplain analysis/CLOMR/LOMR reviews.
  • implements a $500 fee plus $50/hour for review hours over 10 hours for each additional floodplain analysis/CLOMR/LOMR review after the first two.
  • raises the variance fee to $1,000 to better reflect the average number of hours (20) of staff time and court recorder costs associated with presenting the variance to the Water Board.

These fees only will affect floodplain property owners who specifically apply to perform work in the floodplain. Monthly stormwater fees will not be affected.
