Definitions of Positions#

Classified Positions (Non-CBU)#

A classified position is an authorized/budgeted, fully-benefitted position. Classified positions may be full-time (the equivalent of a forty-hour workweek), or part-time (the equivalent of a minimum of twenty and a maximum of thirty-nine hour week), and may be either "exempt" or "non-exempt" per the Fair Labor Standards Act (FLSA). Classified positions include both management and non-management positions. All employees in classified positions who have completed their initial period of introductory status may be terminated only for cause.

Police Collective Bargaining Unit (CBU) Employees#

All full time sworn police officers maintaining the rank of Lieutenant and below of the Police Department of the City of Fort Collins, and Community Service Officers and Dispatchers equivalent to the rank of Lieutenant or below. Employees covered by the collective bargaining unit are eligible for benefits as defined by the collective bargaining agreement. Collective Bargaining employees are considered classified positions and may be terminated only for cause.

Unclassified Management Positions#

Unclassified management positions are authorized/budgeted, fully-benefitted positions, and may be either full-time or part-time. Unclassified management positions include: Executives, senior leadership, Directors, Attorneys, and other positions as designated by the City Manager. For these employees, the employment relationship is always at the mutual consent of the City and the employee. Accordingly, either the employee or the City may terminate the relationship "at-will" at any time with or without cause or notice.

Hourly Positions#

Hourly positions are categorized as unclassified. For unclassified employees, the employment relationship is always at the mutual consent of the City and the employee. Accordingly, either the employee or the City may terminate the relationship "at will" at any time with or without cause or notice.

  • Variable Hour Positions

    Variable Hour position is one in which, based on the facts and circumstances available at the employee's start date, it cannot be determined that the employee is reasonably expected to work an average of at least 130 hours per month (30 hours per week). The City of Fort Collins categorizes employees in Variable Hour positions in three ways:

    1. Part-time Hourly Employee
      A part-time hourly employee is one who, at his/her start date, is reasonably expected to work on average less than 130 hours per month (29 hours per week).
    2. Fluctuating Hourly Employee
      A fluctuating hourly employee is one for whom, at his/her start date, the work schedule is uncertain.
    3. Seasonal Hourly Employee
      A seasonal employee is one who is hired for a customary period of employment that is 6 months long or less AND that repeats itself roughly the same time each year.

Contractual Employees#

Contractual positions are categorized as unclassified. The City and an employee may enter into a written employment agreement. Terms and conditions are specified by contract and may be different than those identified in the City Personnel Policies and Procedures.
