Located on the cement water detention structures and walls throughout the Red Fox Meadow's natural area, the piece is named for the Canal Importation and Pond Outfall (CIPO) project that has several outfall structures that feature Barb's art within the drainage control system.

The artist hand carved panels of clay using patterns of water and wetland plants and birds. Form liners were created from the carved clay panels and these molds were used to create the relief walls onsite. By casting multiple molds of these images, they were used more than once, in a variety of compositions and on different concrete structures. The combined imagery of the panels establishes a unified yet diverse collection of art that serves as landmarks within the natural area.
