Landscaper arrested for burglary, stealing woman's underwear

A man has been arrested for stealing a woman’s underwear, and police are concerned there may be other victims.
Loveland resident Randal Woodard, 55, runs a business in Northern Colorado called “Woodard Quality Landscaping.” On June 8, 2022, he was working on a sprinkler system at a home in Fort Collins. The female resident had to leave during the service and left as Woodard was completing the job. While the resident was gone, she received a security notification of activity inside her home. She discovered that Woodard had entered her bedroom and stole underwear before leaving.
The victim immediately reported this to Fort Collins Police Services. Officers responded to investigate and arrested Woodard. He was booked into the Larimer County Jail and issued an $8,500 Co-Obligator/Personal Recognizance bond. He faces charges of Second Degree Burglary (class 3 felony) and Theft – Less than $50 (Petty Offense). A booking photo is attached courtesy of the Larimer County Sheriff’s Office.
Based on information gathered during their investigation, and Woodard’s access to homes through his business, police are concerned that other victims may exist.
“This is a disturbing violation of privacy, and it’s even more concerning when someone frequently works at different homes,” said Assistant Chief Kristy Volesky, who leads the Patrol Division. “Our officers and Victim Services team stand ready to pursue justice and provide support for anyone else who may have been victimized.”
