Community members invited to share priorities, funding ideas for 2022 City budget

The City of Fort Collins is developing its 2022 Recommended Budget and there are a variety of opportunities for community members to have a say on how their tax dollars will be spent next year.

At ourcity.fcgov.com/2022budget, participants can select from several feedback mechanisms, whether they have just a few minutes, or a little more time to dive deep into budget proposals. On that page, visitors can learn more about the Budgeting for Outcomes (BFO) process, share their top community priorities and how those may have changed due to the pandemic, submit specific funding ideas, and more.

An Engagement Toolkit is also available to help community members host a conversation with their friends, neighbors or colleagues about short- and longer-term community goals and priorities. The Toolkit is available in English and Spanish, and can be used for virtual or in-person conversations.

Finally, all of the 2022 budget offers, or funding requests, are also posted for review, and City staff are available upon request to host a budget presentation and listening session with community groups.

All feedback gathered throughout the summer will be used by City staff and executive leadership in developing the City Manager’s Recommended Budget, and by City Council as they make revisions and finalize the 2022 Budget. Longer-term feedback will also be used to inform the City’s 2022 Strategic Plan update.

Budget Timeline

While the City typically creates a two-year budget, due to the economic uncertainty related to COVID-19, the City created a one-year for 2021 and is doing the same for 2022, before returning to the regular two-year cadence. Opportunities for community members to help shape the recommended budget will be available at ourcity.fcgov.com/2022budget throughout the summer, with additional opportunities to provide feedback directly to City Council this fall as they consider and modify the recommended budget before final adoption in November.

The City Manager’s Recommended Budget will be published Sept. 1. The current City Council schedule includes:

  • Sept. 14 – Council Budget Work Session #1
  • Sept. 21 – Public Hearing #1
  • Sept. 28 – Council Budget Work Session #2
  • Oct. 5 – Public Hearing #2
  • Oct. 12 – Council Budget Work Session #3
  • Nov. 2 – Council First Reading
  • Nov. 16 – Council Second Reading

Budgeting for Outcomes

The City’s budget is created using the Budgeting for Outcomes (BFO) process. Since 2005, BFO has helped the City identify and fund various programs and services to achieve different community outcomes. Each community outcome has specific objectives and performance measures that make up the City’s Strategic Plan, and every funded budget item has to impact at least one of those objectives. The Strategic Plan is also updated every two years through extensive community engagement to ensure funded programs and services reflect the desires of the community. City Council unanimously adopted the 2020 Strategic Plan last year.
