Leading With Intention: The Police Leaders Summit Returns

Launched in May 2024 as the vision of Fort Collins Police Services (FCPS) Chief Jeff Swoboda, the inaugural Police Leaders Summit was created to provide a collaborative space for law enforcement leaders to tackle the evolving challenges of policing and share innovative crime-reduction strategies. This year, the conversation deepens as law enforcement leaders convene once again in Fort Collins for powerful presentations and meaningful, solution-driven discussions.

Key themes on this year’s agenda include:

  • Data-Driven Proactive Policing - exploring how to use real-time data to identify crime "hot spots" and deploy resources effectively—while ensuring that public messaging remains clear, accountable, and transparent amid rising public scrutiny.
  • Realities of De-Policing - examining the complex pressures that can overwhelm police vision and strategy—from local government priorities to shifting public perception—and how police can respond with clarity and foresight.
  • Strategic Integration of Technology - understanding how tools like unmanned aerial systems, real-time operations centers, and collaborative camera networks (including partnerships with local businesses and residents) can extend law enforcement capabilities in cost-effective, scalable ways.
  • Youth Violence, Prevention and Community Impact - addressing youth-related crime through education and engagement initiatives aimed at crime prevention.
  • Officer Wellness and Resilience - confronting the emotional toll of line-of-duty deaths and inherently high-stress work by investing in officer mental health, resilience and wellness programs.

The Police Leaders Summit is a platform for driving change and ensuring the future of policing is shaped by forward-thinking and collaboration. This year’s attendees include 27 leaders, from 13 different states around the country.

“There’s always a reactive element to policing—we respond to calls, we investigate crimes. But the future of effective law enforcement depends on our ability to think ahead,” said Chief Swoboda. “That means recognizing patterns, predicting crime trends, and using smart technology that make our efforts more efficient. The Police Leaders Summit is about shaping the future of policing, bringing together bold leaders, and committing to a culture that will continue to build this profession as a strong, smart, and transparent service to our communities.”
