New Land Use Code aims to improve housing capacity and choice

After months of extensive public engagement and thoughtful revisions based on community input, Fort Collins City Council passed housing-related changes to the City’s Land Use Code (LUC). The decision was made with a 5-1 vote during the Council's meeting on October 17, 2023. Changes will go into effect on January 1, 2024.

The City of Fort Collins extends heartfelt gratitude to everyone who took time out of their busy schedules to participate in the public engagement process and share their feedback and valuable insights. This included attending open houses, meetings with Councilmembers and staff, sending online comments and co-hosting walking tours in neighborhoods. The input was instrumental in shaping the final code language to ensure the LUC aligns with the wishes of the community and provides options to address long-term housing needs.

For several years, housing affordability and a directive to address housing costs has been cited by Fort Collins residents as top priorities. Changes to the LUC focus on increasing the choice and availability of housing while still ensuring that new housing types fit in with existing neighborhoods by fine-tuning the housing types allowed in each zone district. The geographic boundaries of existing zone districts remain unchanged. The updated Code document was also re-designed to make it easier to understand with illustrative diagrams and organized content.

Many existing code requirements and regulations have not changed, including but not limited to the Development Review process, Historic Preservation requirements, Adequate Public Facilities requirements (e.g., water availability, road capacity, etc.) and Occupancy Regulations (i.e., U+2).
