Sex offender fails to register, found with children's clothing

Sidney Hines, 53, of Fort Collins was recently arrested for failing to register as a sex offender. Hines is required by court order to complete this process as a result of his 2007 conviction for Aggravated Incest and Sex Assault on a Child - Position of Trust.
During the arrest, officers found a pair of children’s underwear in his possession. While not inherently illegal, this discovery raised concerns among investigators. The underwear, which don’t appear to be new, are “Justice” brand designed for tween/young girls. Police are working to determine where they came from.
“This was a disturbing situation without a clear explanation,” said Assistant Chief Tim Doran, who leads the Criminal Investigation Division. “We encourage parents to have age-appropriate family discussions about personal safety and contact police if they believe this clothing might belong to their child or if their child may have interacted with Hines.”
Hines was booked into the Larimer County Jail on a warrant and issued a $200 cash bond. A booking photo is attached courtesy of the Larimer County Sheriff’s Office.
