Project Financing

The $33 million project was constructed on a 10.79 gross acre parcel (7.33 net acres) on the west side of Timberline Road just north of Drake Road.

In April 1997, the Fort Collins voters approved Building Community Choices, a capital improvements program financed by a dedicated sales tax, which provided $1.8 million for land purchase for a new Police Services building.

Staff analyzed over a dozen potential site locations for the new building, comparing the available locations to established site criteria. After an exhaustive search, a 7.536 net acre super pad site located in Spring Creek Farms North near the NW corner of Drake and Timberline Roads was the site of choice.

The City set aside cash reserves (approximately $10 million) and has been earmarking money in the base budget to make the payments on the long-term financing. The City is financing the Police Services building through a technique called lease-purchase Certificates of Participation ("COPS").
