Eleanor Allen
Since 2015, Eleanor Allen has served as the CEO for the organization, Water for People. Eleanor began her career as a project engineer in 1992, with a focus on water resources before moving into project management throughout the next decade. From there, she became chief of staff, among other roles, at CH2M HILL and then global director of Water at Arcadis before assuming her current position. Eleanor has a Bachelor of Science in Civil Engineering and Environmental Studies from Tufts University and a Master of Science in Civil and Environmental Engineering from the University of California at Berkeley.

David A. Hornbacher
David A. Hornbacher has served as the executive director of Longmont Power and Communications (LPC) since August 2019. Prior to that, David was director of utilities for nine years in the City of Aspen, Colorado. David has a Bachelor of Science in Agronomy from Colorado State University with additional studies in Math, Physics and Engineering from the University of Colorado, Denver. 

Scott Kulwicki
Scott Kulwicki has been a member of a private utility within a Fortune 200 company for the past 20 years. He has been managing various organizations within the utility for much of his career and currently is the senior director of strategic projects and valuation where he develops, negotiates and contracts key strategic initiatives throughout the utility. Scott began his career in the U.S. Navy, serving on board the U.S.S. Alexandria (SSN-757) as a nuclear machinist mate. He earned a Bachelor of Science in Mechanical Engineering from Florida Atlantic University.

Kendall Minor
Kendall Minor most recently served as the director and vice president of construction for Cherry Street Renewables. Prior to that, he spent over a decade as the utilities portfolio leader for Georgia Power Company, where he began his career in 2007. Kendall has a Bachelor of Science in Civil Engineering and Master of Science in Civil Engineering from the University of Alabama at Birmingham.

Tiana Smith
Tiana Smith has served as the senior director of strategy and chief of staff at Vermont Gas Systems since 2020, where she previously filled the roles of director of talent and culture and energy services manager. Tiana started her career with Fort Collins Utilities in 2005, serving as an energy program coordinator, key accounts manager, customer accounts manager and revenue manager, respectively. She has a Bachelor of Arts in English with a concentration in Creative Writing and a Project Management Professional Certificate, both from Colorado State University.
