MAP is no longer accepting new applications.
We encourage customers whose household income is at or below 60% of the state median income to apply for LEAP, a state-run heating assistance program. Utilities customers approved for LEAP are automatically enrolled in our Income-Qualified Assistance Program (IQAP), which provides a 25% reduction to electric, water and/or wastewater rates throughout the year. LEAP and IQAP combine to provide a greater utility benefit than MAP.
The affordability team is working on program updates and will contact current MAP participants directly about renewing their participation later in 2024.

Medical Assistance Program (MAP)#
This program provides reduced medical electric rates to customers who:
- Require the use of medically necessary equipment in their household, or
- Have medical conditions requiring air conditioning during the summer billing months
Qualifications
- Maximum household income of 60% of the area median income
- Licensed physician's authorization of the medically necessary equipment or condition requiring air conditioning during the summer billing months
- Lawful presence in the United States

Standard Electric Rates#
TOD Rate This rate applies to all residential customers who have a gas furnace or gas boiler that serves as the primary heat source. Examples:
- Residences heated with a gas furnace for any portion of the home.
- Residences heated by hot water baseboards via a gas boiler.
- Residences heated by a geothermal or mini-split heat pump without backup electric baseboard heat.

PILOT: A 6 percent PILOT (payment in lieu of taxes) is calculated on electric, water and wastewater rates. The PILOT is a payment to the City's general fund to replace revenue the City would have received from the utility in taxes and franchise fees if the utility were privately owned.
