Proposed Increase to EWU and WSR Fees in 2024
On Aug. 8, 2023, Utilities presented initial information to City Council on potential Excess Water Use (EWU) and Water Supply Requirement (WSR) fee increases. Due to the rising value of water and the cost of supporting our water supply system into the future, City staff proposed an EWU fee increase from $16.67 to $43.87 per 1,000 gallons, as well as a WSR fee increase from $68,200 to $179,500 per acre-foot. Commercial Water Rates#

- Electric: 5% average increase due to higher generation costs associated with new, renewable resources and capital projects like transformer and cable replacements.
- Water: 4% increase to help fund capital investments like pipe and meter replacements.
- Wastewater: 4% increase to help fund capital investments like improvements at the Drake Water Reclamation Facility and collection system replacement.
- Stormwater: 3% increase to help fund capital projects like the Oak Street stormwater improvement project and stream rehabilitation.

It is Fort Collins Utilities’ rate philosophy that adjustments should be gradual and modest to avoid large increases in any given year.
Small, steady rate increases cover the costs of delivering reliable electric, water, wastewater and stormwater services to our customers now and into the future. Rates provide the funding needed for ongoing maintenance, infrastructure improvements and construction projects throughout our community.
- Electric: 2% increase due to a projected wholesale cost increase.
- Water: No rate increase.
- Wastewater: No rate increase.
- Stormwater: No rate increase
Commercial customers experience a seasonal increase in rates. The volume charge is 25% greater during the six lawn-watering months (May - October) than in the other months (November - April).
