Here's your look at the events related to development review for the weeks of July 1-5 and July 8-12. Due to the Independence Day holiday, this issue covers events for the next two weeks.


Neighborhood meetings provide an opportunity for developers to provide preliminary information to neighbors regarding proposed projects before they are formally submitted for review. Neighbors then have the opportunity to ask questions and express concerns about or support for the project as proposed. Upcoming neighborhood meetings include:

Monday, July 8 - Redtail Ponds Permanent Supportive Housing,
located on the west side of College Ave. between W. Fairway Ln. and Coronado Ct.
Neighborhood Meeting: 6:30-8:30 p.m., Council Tree Public Library, 2733 Council Tree Avenue
This is a proposal to construct a four-story multi-family building with 60 units. The applicant is the Fort Collins Housing Authority, which is proposing a "permanent supportive housing" facility designed to meet the special housing needs of homeless individuals with disabilities, homeless veterans, and other low-income individuals.


Administrative/Type 1 hearings are public hearings conducted by a hearing officer. Public comment is invited. The hearing officer considers your input an important part of the development review process. Written comments are also welcome, and may be submitted in advance to the project planner, or at the hearing. Upcoming administrative hearings include:

429 South Whitcomb Street Carriage House Project Development Plan
Hearing: Monday, July 1, 5:00 p.m., Conference Room A, 281 N. College Ave.
This is a request to construct a two-story carriage house on an 11,186 square foot lot containing a single-family detached home.

Ziegler-Harvest Park Project Development Plan
Hearing: Monday, July 1, 5:30 p.m., Conference Room A, 281 N. College Ave.
This is a request for a proposed multi-family development with two 5-plex and two 6-plex buildings, for a total of 22 units.The project includes a Modification of Standard to the Land Use Code to allow for a decreased front yard setback along County Fair Lane (from the standard 15' to a minimum of 10'-4").

Ridgewood Hills Apartments, 4th Filing, Major Amendment,
located near Avondale Rd. and Triangle Dr.
Hearing: Monday, July 8, 6:00 p.m., Council Chambers, 300 Laporte Ave.
This is a request to amend a previously approved Project Development Plan. This proposed apartment complex includes 146 dwelling units in 11 buildings on 10.42 acres. There would be no access onto Triangle Dr. except for a second point of access for emergency vehicles only.

Lakeview Regency Modification of Standards,
located near Drake Rd. and Lemay Ave.
Hearing: Thursday, July 11, 5:00 p.m., Conference Room A, 281 N. College Ave.
This is a stand-alone request for a modification of standard to the Low Density Residential District (R-L) density standards for a proposed single family development. The applicant is requesting to modify the standard relating to the minimum lot area to the total square footage of the homes.


Thursday, July 18 - Planning and Zoning Board Regular Meeting

At 6 p.m., the Planning and Zoning Board will conduct a regular meeting in Council Chambers at 300 Laporte Ave. The agenda will be available closer to the hearing date.

From noon to 5 p.m., on the Friday prior to each regular Planning and Zoning Board meeting, the Board holds a work session in Conference Room A at 281 N. College Ave. The next work session will be held on Friday, July 12.

Starting in August, the Planning and Zoning Board will hold its regular meeting on the second Thursday of each month, with the work session for the month on the Friday before the regular meeting. If the workload is heavy, additional agenda items may be scheduled for the third Thursday as well.

Tuesday, July 2 - Regular Meeting

At 6 p.m., in Council Chambers at 300 Laporte Ave., City Council will hold a regular meeting. The following agenda items related to development review will be discussed:

  • Annual Land Use Code Updates
  • Urban Agriculture Code Changes
  • Reciprocal Setbacks for New Residential Development from Existing Oil and Gas Operations

Tuesday, July 9 - Work Session
At 6 p.m., in the CIC Room at 300 Laporte Ave, City Council will conduct a work session. The following agenda items related to development review will be discussed:

  • Council's Periodic Review of several boards, including the Planning and Zoning Board and the Zoning Board of Appeals.
  • Joint work session with the Planning and Zoning Board
  • Discussion about the Capital Expansion Fees Revisions Ordinance, which will be considered at the August 20 regular meeting.


Lincoln Avenue between Jefferson Street and Lemay Avenue is a critical connection between downtown and the eastern part of the community. We are looking for your input on the vision for the Lincoln corridor - please see for more information and to complete an online Visioning Survey by July 9.


The City of Fort Collins invites entries for the 2013 Urban Design Awards. More information is available on the Fort Collins Urban Design Awards webpage. Entries must be received by noon on July 18.

    Conversion of the former Little Bears Child Care facility into an expansion for Ridgeview Classical School.
    Approved on June 20 following a Planning and Zoning Board/Type 2 hearing
  • Pateros Creek Project Development Plan, at approximately 912 Wood St.
    Single family residential development with 40 dwelling units on 8.02 acres of the 17.34 acre site.
    Approved on June 20 following a Planning and Zoning Board/Type 2 hearing
  • Verizon Wireless at 2555 S. Shields St.
    New wireless telecommunication equipment installation west of the existing Raintree Athletic Club building.
    Approved on June 17 following an Administrative/Type 1 hearing
