What is the Old Town Neighborhoods Plan?

The Old Town Neighborhoods Plan is a combined update of the East Side and West Side Neighborhoods Plans and helps establish a vision for the future. The Plan will be used by neighbors, developers, boards & commissions, and City staff to help guide neighborhood character, policies, investment, and much more.

Why was the Plan updated?

It had been nearly 30 years since the original East Side and West Side Neighborhood Plans were created. An updated plan allows the neighborhoods to shape or reconfirm the neighborhood's vision, goals, and policies to reflect current and future conditions.

What topics does the Plan cover?

The Plan explores neighborhood character, land use, transportation and mobility, housing, open space, and much more. Key focus areas include:

  • Compatibility development in the Neighborhood Conservation Buffer Zone Districts near Downtown & CSU
  • Existing conditions and options for the Mulberry & North Shields arterial corridors
  • Neighborhood Design Guidelines

Process & Timeline

The Old Town Neighborhoods Plan was developed in five phases throughout 2015 and 2016.

timeline
  • Phase 1 (Discovery): Where are we now?
  • Phase 2 (Dialogue): Where do we want to go?
  • Phase 3 (Framework): What is our overarching framework?
  • Phase 4 (Development): How are we going to get there?
  • Phase 5 (Delivery): What are our priorities?
