City to Host Oil and Gas Informational Meeting

The City of Fort Collins will host an oil and gas informational meeting from 6-8 p.m., Wednesday, May 8, in the Columbine Room at the Lincoln Center, 417 W. Magnolia St.

The meeting will begin with an informal open house. Residents will have the opportunity to talk with individual City staff about specific issues regarding oil and gas operations in the City of Fort Collins.

A formal presentation will begin at 6:30 p.m. City staff will provide information on oil and gas operations, the proposed Land Use Code regulations for such operations, and the proposed operator agreement with Prospect Energy.

Background The City of Fort Collins is in the process of reviewing and updating its land use regulations concerning oil and gas exploration and developing options for mitigating impacts upon the community within the City’s Growth Management Area. This is a complex and controversial issue that will require involvement and input from Fort Collins residents, the Colorado Oil and Gas Conservation Commission (COGCC), oil and gas industry representatives, and interested stakeholders including homeowners, environmental groups, and others.

On Dec. 18, 2012, City Council approved a 7-month moratorium on new oil and gas permits in Fort Collins and on land owned by the City outside the incorporated limits. That moratorium will expire on July 31, 2013.

On March 5, 2013, the Council amended the City Code to impose a ban on oil and gas operations using hydraulic fracturing, and prohibited the storage of certain waste materials within city limits.

On March 19, 2013, City Council approved an Operator Agreement between the City and Prospect Energy governing any new well developments, and allowing the use of hydraulic fracturing in the Fort Collins Field and areas near the Budweiser plant that are leased by Prospect Energy.
