Topic: Door-to-Door Solicitation (“Green River”) Ordinance

Since 1938, the City of Fort Collins has had an Ordinance which prohibits door-to-door residential solicitations by commercial business. In August, City Council will consider changes to the regulations which would allow commercial door-to-door sales by licensed solicitors.

SOLICITATION ORDINANCE AMENDMENT UPDATE: July 15, 2009

At City Council's meeting on July 14, Mayor Hutchinson and City Council directed staff not to bring forward suggested changes to the Green River Ordinance. Citing overwhelming community feedback, the Council asked staff to discontinue its work on updating the ordinance. This item will be removed from the August 18 City Council agenda.

The Issue:

The City’s “Green River” Ordinance has been highly effective in eliminating unwanted solicitors from approaching individual residences. The City’s goal has been to help protect the safety and privacy of residents in their dwellings.

However, businesses have periodically questioned the need for a complete ban on door-to-door sales. Instead, some support changes that they feel would address resident concerns through other types of regulation.

Option for City Council to Consider:

City Council will consider amendments to the “Green River” Ordinance which would allow for door-to-door solicitation at residences, but would require that all commercial solicitors be licensed by the City of Fort Collins. To receive a license, a solicitor would provide a background check and photo identification. Charitable, religious and political solicitations would be exempt from the licensing requirement. City staff will be presenting proposed changes to the current “Green River” Ordinance at City Council’s August 18 Regular Council Meeting. This meeting will be the First Reading of a proposed ordinance, with the Second and final Reading expected September 1.
