Halligan-Seaman Reservoir Enlargement Project Separation Announcement

The cities of Fort Collins and Greeley and the U.S. Army Corps of Engineers (USACE) have mutually agreed to separate the permitting processes for Fort Collins’ proposed enlargement of Halligan Reservoir and Greeley’s proposed enlargement of Seaman Reservoir.

The separation is beneficial for both projects, which are currently being jointly evaluated by the USACE in a combined National Environmental Policy Act and Clean Water Act Section 404 process.

The two projects will be separated and independently evaluated by the USACE as the Halligan Water Supply Project and the Seaman Water Supply Project. This will allow each evaluation to proceed at a pace appropriate to the project.

The cities will continue to coordinate on these processes, as well as work together on operation plans of the reservoirs to provide an improved water supply for their customers while minimizing any environmental impacts to the Poudre River system.
