Competitive Process for Funding

Each year, the City of Fort Collins allocates funding through a Competitive Process with two funding cycles, one in the spring and the other in the fall. The spring cycle has funding available for public services, community development activities and affordable housing projects. The fall cycle has funding targeted specifically for affordable housing projects.

Determine Eligibilty
The City of Fort Collins announces the availability of Community Development Block Grant (CDBG), HOME, and Human Services Program (HSP) monies for its Spring Competitive Process Cycle. See table to the right for a list of eligible projects. Please contact us to confirm that your project meets eligibility guidelines.

Attend Application Workshop
In order to facilitate your success in our Competitive Process, staff scheduled application workshop to provide assistance in completing the application and to share information on the most recent HUD regulations and local policy requirements. Schedule & Attend Technical Assistance by February 22, 2009

In addition, technical assistance to review completed draft application proposals is required for all applicants. Because of staff time needed to prepare for final application submittals, no technical assistance can occur after Friday, February 13, 2009. Submit Application - no later than noon, February 19, 2009
Once applications are submitted, City staff reviews them in-depth, ranks them according to Competitive Process criteria, and completes Project Summary Comments for each one. This process takes 2-3 weeks. Applications and accompanying information are then forwarded to CDBG Commission members so they can have adequate time for application review.

Present to CDBG Commission
During this time, applicants will be notified about their scheduled presentation time before the CDBG Commission between March 31st -April 2nd. Housing Applications are also submitted to the Affordable Housing Board for analysis and priority funding rankings. Those rankings are forwarded to the CDBG Commission and included in City Council's packet to assist in overall deliberations.

City Council Adoption
The CDBG Commission meets again on April 16th, to deliberate its funding recommendations to City Council. City Council adoption of the Spring 2008 Competitive Process funding allocations is scheduled for Tuesday evening, May 19, 2009.
