Northern Colorado Truck Mobility/SH 14 Relocation Study Public Open Houses
August 29 and 30, 2001

During the Public Open Houses people wrote letters providing input and expressing their concerns. These comments have been summarized as follows:

  1. For the 600 trucks that would be relocated the costs are very high. The effects of relocating homes, animal habitat, and farming impacts far outweigh the benefits. Property owners will have a financial impact whether or not an alternate route is ever built. 20 to 50% of our land value will be gone.
  2. Cost for CR 76A does not include cost of relocating the Owl Canyon Gliderport.
  3. Put road from Tie Siding, Wyoming (US 287, 25 miles south of Laramie) to I-25.
  4. I find this action by the city of Fort Collins very arrogant.
  5. I don’t think it’s right for the voters of Fort Collins to determine where the bypass should be put when those of us living in the country had no say in the matter.
  6. The values of people’s farms have been underestimated. A truck route would adversely affect the small town of Wellington and the safety of children. Support of non-route based strategies to keep trucks on the interstate.
  7. The project team should consider distance to residences instead of number of residences with direct access.
  8. No bypass in the study area should be constructed. The CR 58 routes devastate family farms, cause serious visible pollution, noise pollution and chemical pollution. Support of additional study of non-route based strategies. The futility of financing should be emphasized.
  9. The consultants are doing a good job with the limited and constrained assignment they’ve been given. Preliminary costs impacts and traffic utilization for any northern route indicates more cost, property value, and environmental impacts than the previously studied Vine Drive alternative. Support of non-route based strategies to keep trucks on the interstate. Funding mechanisms will not be in place to fund an alternate route.
  10. Do a very good objective study so that Fort Collins City Council can make a wise decision not to build the route recommended.
  11. It is unfair for the city of Fort Collins to put the bypass in northern Larimer County while the county residents had no input on the previously studied Vine Drive alternative. An alternate route will cause sprawl in the rural areas.
  12. The study is a waste of money.
  13. NO!
  14. Land values for all alternate routes were assumed to be the same. The land further north is of less value than the land for the southern routes.
  15. Estimate of 38 residences affected by CR 66 is too low. In just one city block of CR 66 at CR 17 there are another 25 homes. The least impacted areas are north of CR 70. From CR 70 south the area is loaded with homes and farms. The Fort Collins voters had no right to shove this on us.
  16. To build a highway of this scope and cost for a 20% reduction of traffic through Fort Collins is a waste of taxpayer’s money. Support of non-route based strategies to keep trucks on the interstate.
  17. Support of non-route based strategies including offering incentives to stay on the Interstate. Put the route on CR 54 and use existing interchange on Mountain Vista. Do nothing.
  18. It appears that the route through Owl Canyon and CR 72 is the most practical, provided that the intersection with US 287 is improved.
  19. The CR 76 route would probably curtail the operations of the Owl Canyon Gliderport based on the fact that 85% of the operations are to the south. Operations would also be a dangerous distraction to traffic on the road. The cost estimate for CR76A should include the cost of relocating the gliderport.
  20. I can’t believe you would do this on my or any of my neighbors roads. We will not have a chance if you want to ruin our properties with this idea. You could just go away, that would suit us all.
  21. Don’t do it. I’m a kid.
  22. Thanks for the in-depth research and study, done on all levels. Support of non-route based strategies including marketing, regulatory enforcement, and physical strategies. It appears that CR 62E/64 has the least impacts on land and people although it traverses wetlands and would be more direct and cost less.
  23. The CR 70/72B route needs a setback from the shotgun range operated by the Northern Colorado Rod & Gun Club. CR 70/72B has a 90-degree intersection. Concerns with ice on US 287 within the rock cut north of Owl Canyon. The CR 70 route has a steep grade. Eliminate T intersections.
  24. Eliminate any route that takes traffic down the main street of Wellington.
  25. Identify a route, which negatively impacts the least people, has the smallest environmental impact, and costs the least.
  26. Are the lane requirements because of CDOT requirements? Have CR 58 terminate on the LaPorte Bypass east of the Holnam Cement Plant.
  27. Support of non-route based strategies to keep trucks on the interstate. Opposition of all alternate routes in Northern Larimer County.
  28. (Beginning of letters) The higher traffic volumes on CR 58 will create an unsafe condition for residents entering and exiting the road. Safety concerns regarding school busses on routes. High number of potential noise impacts. Support of non-route based strategies to keep trucks on the interstate. No route selection should take place until a full NEPA analysis has been conducted. Take into account the Black Footed Ferret facility that is being built north of the study area. How can voters within the City of Fort Collins vote on something outside of their jurisdiction without allowing the county residents to vote.
  29. Concern with the City of Fort Collins voting to study a bypass in the county without a county vote. Concerns with notifying affected residents of the study. Further study on the irrigation impacts on farmers. Safety issues with school children crossing CR 62E. No one on the Stakeholder’s committee lives on CR 62E. Change signage that directs vehicles on I-25 to take US 287 to Laramie. The city of Fort Collins should solve their own problems within the city limits.
  30. A route on CR 58 would decrease the quality of life, destroy homes and increase sprawl. Concerns with the City of Fort Collins directing that a road be constructed outside of their city limits.
  31. Get the trucks out of town. Concerns with the 600 through trucks per day figure that was determined from the Origin and Destination Study. Don’t put trucks through the Wellington area.
  32. Safety issues with routing trucks on CR 62E through Wellington, which is a school zone. No support for any of the alternate routes that adversely impact farmers, wetlands, small towns, and urban dwellers.
  33. Concerns with the county residents not being able to vote on the issue of an alternate truck route. Concerns with the main water canal, wetlands and waterways on CR 70. The city should accept responsibility in solving the problems that growth brings.
  34. A northern truck bypass is not needed. The cost is too high and the number of trucks is too low. Concerns with no funds currently being available.
  35. Consider the needs of bicyclists on the routes.
  36. Will the issue ever be out to county vote? Would Larimer County be legally bound to ask the county voters for approval of increased taxes to fund the project if it were approved? Who would be the condemning authority?
  37. Concerns with the 600 through trucks per day figure that was determined from the Origin and Destination Study. Will a points system be used to identify a route?
  38. Good presentation, very informative. Concerns with the high cost of an alternate route and the lack of funding currently available.
  39. Concerns with the potential noise impacts and property values on CR 58. Opposed to a route on CR 58.
  40. Opposed to all proposed routes. Concerns with notifying affected residents of the study. Reduce speed on US 287 to 55 mph. Designate I-25 to I-80 as the truck route to Laramie. Purchase Fort Collins Airport for use as future bypass.
  41. Concerns with Fort Collins voting to move trucks out of town. Opposition to all of the proposed routes. Concerns with effects on the character of the area and the quality of life. Safety issues with routing trucks on CR 62E through Wellington, which is a school zone. Concerns with negative impacts on property values in the area.
  42. Concerns with the data accuracy of the directly affected properties. The numbers might be too low. Concerns with including health and safety of the people within the evaluation criteria. The possibility of traffic lights on the routes. Concerns with the city of Fort Collins voting to move the trucks out of town into Northern Larimer County. Concerns with the influence of the Stakeholders group being heavily weighted towards the desires of the Fort Collins residents and businesses. Support of non-route based strategies to keep trucks on the interstate. The possibility of Fort Collins addressing its problem without adversely impacting Northern Larimer County.
  43. Support of non-route based strategies with the addition of a short route sir charge for all through trucks that stay on the existing SH 14 and US 287 route. This money would cover the additional charges incurred by truckers moving from the existing route to the interstate.
  44. The City of Fort Collins should put a hold on the study until the Attorney General of Colorado has determined whether it is legal for the City to move a bypass into northern Larimer County. Support of non-route based strategies to keep trucks on the interstate. Concerns with negative impacts on property value in the area that has already taken place.
  45. The current 287 bypass is difficult to access from CR 56 and with additional traffic caused by a truck bypass will be even harder to access. The possibility of a future reservoir where Ted’s Place is. Concerns with effects of the CR 58 route on the Indian Hill subdivision.
  46. The results of the study were nicely presented. The cost of an alternate route is too high to justify it. Support of non-route based strategies to keep trucks on the interstate.
  47. This study is for the most part a total waste of money. The cost of an alternate route is too high and the usage is too low. Concerns with no funds currently being available. Construct a 1-mile long grade separated highway from east of Mountain Ave. to the old Power Plant.
  48. The bypass should go down CR 54 and connect with the existing bypass. It could also use the existing interchange at Budweiser. This route would be the most cost effective.
  49. The CR 58 route should be used. There are many safety issues with putting trucks through Wellington such as children crossing the street. The businesses will go down in Wellington because of the trucks.
