Here's your look at upcoming events related to development review in Fort Collins.

NEIGHBORHOOD MEETINGS

Neighborhood meetings provide an opportunity for developers to provide preliminary information to neighbors regarding proposed projects before they are formally submitted for review. Neighbors then have the opportunity to ask questions and express concerns about (or support for) the project as proposed. These meetings are facilitated by City staff. Your input is an important part of the development review process. One neighborhood meeting is scheduled for the week of May 6:

Monday, May 6 - Drake Road/Lemay Avenue Single Family Subdivision
Neighborhood Meeting: 7:00-9:00 p.m., Christ Center Community Church, 2700 S. Lemay Ave.
Proposed Project Site: 11 acres on the east side of the Christ Center Community Church
Description: This is a request to subdivide 11 acres on the east side of the Christ Center Community Church into single family lots. At this point, the number of proposed lots is 42, but at this preliminary stage, this number could fluctuate slightly. The project is located in the Low Density Residential (R-L) zone district, and will be reviewed through a hearing with an Administrative Hearing Officer.

INFORMATIONAL MEETING ON OIL AND GAS

Wednesday, May 8 - Oil and Gas Informational Meeting
Meeting: 6:00-8:00 p.m., Columbine Room, Lincoln Center, 417 W. Magnolia St.
Starting at 6:00 p.m., this informational meeting will begin as an open house with opportunities to talk with staff individually about specific issues regarding oil and gas operations in the City of Fort Collins. At approximately 6:30 p.m., staff will present information on the topic, including proposed Land Use Code regulations and the proposed operator agreement with Prospect Energy. Notices for this meeting were mailed to several thousand property owners in the neighborhoods closest to current and potential oil and gas operations. Also, all who are interested in the issue are welcome to attend.

ADMINISTRATIVE/TYPE 1 HEARINGS

Administrative (Type 1) Hearings are public hearings conducted by a hearing officer. Public comment is invited. The hearing officer considers your input an important part of the development review process. Written comments are also welcome, and may be submitted in advance to the project planner, or at the hearing. No administrative hearings are scheduled during the week of May 6.

PLANNING AND ZONING BOARD/TYPE 2 HEARINGS

The Planning and Zoning Board encourages your input; interested persons are invited to attend and be heard.

Monday, May 6 - Planning and Zoning Board Special Meeting
At 6 p.m., the Planning and Zoning Board will conduct a special meeting in Council Chambers at 300 Laporte Ave. The Board will consider its recommendation to City Council on the proposed amendment to the Midtown Urban Renewal Plan to include the Foothills Tax Increment Financing District. The agenda for the meeting will include complete information when posted.

Upcoming - Thursday, May 16 - Planning and Zoning Board Regular Meeting
At 6 p.m., on the third Thursday of each month, the Board conducts a regular meeting in Council Chambers at 300 Laporte Ave. The agenda for the meeting will be posted closer to the meeting date.

At noon on the Friday prior to each regular Planning and Zoning Board meeting, the Board holds a work session in Conference Room A at 281 N. College Ave. The next work session will be held on Friday, May 10.

CITY COUNCIL/URBAN RENEWAL AUTHORITY

Tuesday, May 7- City Council Regular Meeting
At 6 p.m., in Council Chambers at 300 Laporte Avenue, City Council will conduct a regular meeting. Agenda items include:

  • Ordinance designating the Jessup Farm Property, 1908 S. Timberline Rd., as a Fort Collins landmark
  • Appeal of BDR Project Development Plan at 621 South Meldrum St.
    City Council will consider an appeal decision to approve a development proposal for a multi-family building with four dwelling units to be located at 621 South Meldrum St. This project was approved with one modification of standard and two conditions following an administrative (Type 1) hearing.
  • Items related to the Foothills Mall redevelopment
    Council will consider four resolutions related to the Foothills Mall redevelopment. Please see the agenda for complete details.
  • Resolution concerning the Fort Collins URA and its tax increment revenue refunding bonds on the North College Avenue Project.

Tuesday, May 7 - Urban Renewal Authority Meeting
Following the City Council meeting, the Urban Renewal Authority Board will convene to consider the following agenda items:

  • Items related to the Foothills Mall redevelopment
    Two resolutions, one related to the Foothills Mall redevelopment financial assistance package, and the other directing the URA to remit to the Larimer County portions of the property tax increment generated from the residential units, will be considered by the URA Board.
  • Resolution concerning the Fort Collins URA and its tax increment revenue refunding bonds on the North College Avenue Project.
    This action would allow the refinancing of a portion of the debt the URA originally borrowed from the City in relation to the North College area, with the City pledging to replenish the URA debt service reserve fund, if such funds are ever used to make debt service payments. This pledge would improve the credit rating on the 2013 bonds.

LANDMARK PRESERVATION COMMISSION

Wednesday, May 8
The Landmark Preservation Commission (LPC) conducts hearings on the second Wednesday of each month and holds work sessions on the fourth Wednesday of each month. ZONING BOARD OF APPEALS

Next Meeting - Thursday, June 13 (May 9 Meeting Cancelled)
The Zoning Board of Appeals (ZBA) has the authority to approve variances from the requirements in the Land Use Code. The May 9 meeting has been cancelled due to lack of business. The Zoning Board of Appeals typically meets on the second Thursday of every month from 8:30 -11:30 a.m. in Council Chambers (300 Laporte Ave.). BUILDING REVIEW BOARD

Next Meeting - Thursday, June 27 (May 30 Meeting Cancelled)
The Building Review Board (BRB) is charged with the responsibility to hear appeals and requests for variances related to City building codes and contractor licensing regulations. The BRB typically meets the last Thursday of every month at 1 p.m. in Council Chambers at 300 Laporte Ave. Agendas and past meeting minutes are available at fcgov.com/BRB.

APPLICATIONS SUBMITTED IN THE PAST WEEK

This section typically includes Project Development Plans (PDPs), Overall Development Plans (ODPs), Major Amendments (MJAs), and proposals for annexations, rezonings, and additions of permitted uses that were submitted in the past week. Magnum Motors of Loveland Project Development Plan
Location: 900 S. College Ave.
Description: This is a request to change the use for a vacant 6,244 square foot building formerly used as a convenience store/gas station to a used car dealership on a 1.24 acre site. A 690 square foot detached building formerly used as a car wash will be converted to storage.

RECENT HEARING OUTCOMES

Carriage House Apartment Project Development Plan
Location: Springfield Dr., west of Shields St.

Description: Multi-family project with 57 dwelling units in five buildings.
Approved with Conditions following March 21 Planning and Zoning Board/Type 2 Hearing
Appealed - City Council Appeal scheduled for May 21

Max Flats Project Development Plan
Location: 203 W. Mulberry St.

Description: Five-story, 63,900 square foot mixed-use building with 64 dwelling units and 1,500 square feet of ground level retail. The applicant requested four modification of standards for this proposal.
Approved following April 18 Planning and Zoning Board/Type 2 Hearing.
Appealed - City Council appeal is pending
