The City has implemented systemic changes to be more efficient. The organization is committed to continuous improvement of the way we provide services to the community.
To increase operating efficiencies, improve accountability, and enhance customer service, the City reorganized in recent years. We eliminated several middle management positions and combined some departments.
In 2009, the International City/County Management Association (ICMA) recognized the City of Fort Collins with a Certificate of Distinction from the ICMA Center for Performance Measurement (CPM). Fort Collins was one of only 18 jurisdictions acknowledged for standout efforts and results in performance measurement and management.
The City of Fort Collins is currently applying to the Colorado Performance Excellence (CPEx) program with the intent to adopt the CPEx performance excellence framework. This system is proven to improve finances and performance, as well as increase organizational learning and development.
Prior to 2005, employee benefits were overly generous. That year, the City adjusted the employee benefit package to be consistent with the market by increasing the amount an employee pays for benefits. Now, employee salaries and benefits are based on the market. The market is comprised of both public and private organizations. An evaluation of these markets is conducted every year. In 2010 the market for salaries did not move and therefore pay increases were not awarded. However, the benefits market did change and employees are paying a larger percentage of insurance costs.
The City also operates under a performance based pay evaluation system. Every employee is evaluated under organization-wide criteria in addition to their individual and department goals. This consistency allows the organization to identify and reward high-performing employees. Pay increases are based on an employee's performance rating (as well as the market).
The City of Fort Collins has deliberately moved from "trust us" to a data-driven organization. We are using data to improve efficiency, accountability, and transparency.
