'Conservation Incentives' Description

Incentives given to both private individuals and companies to recycle. To offer incentives so that retailers and individuals make conservation improvements to lower energy use. Incentives may run through programs such as the lighting program and the electric efficiency program. As more programs are added, this would expand to include these.
