The current plan for a catastrophic dam failure is available for review in a document entitled, "City of Fort Collins Emergency Operations Plan" revised July 1993. The possibility of a dam failure is referred to in Annex K [Flood] of that document. If you wish to review this document you can do so at the Fort Collins Public Library. Copies were distributed to each department within the city as well.
