Police Investigate Multiple Injury Collisions

On February 11, at approximately 11:12 p.m., Fort Collins Police went to the area of City Park Avenue and Plum Street, west of Colorado State University campus, to investigate a report of a pedestrian struck by a vehicle.
The pedestrian, Jasmin Velez, 29, was walking in the roadway on Plum Street west of City Park. She was not at an intersection or within a painted crosswalk. A 1995 Isuzu Trooper, driven by Nicholas Ciurczak, 19, was traveling west on Plum Street. Ciurczak applied his brakes, but was unable to avoid colliding with Velez.
Velez was transported to Medical Center of the Rockies via ambulance where she was treated for moderate injuries. Police do not believe Ciurczak was speeding, distracted or under the influence of alcohol. Police do believe Velez consumed alcohol before the collision.
Plum Street was closed west of City Park Avenue for 2 ½ hours while police processed the scene. The investigation is continuing and charges are pending. As officers were completing work on Plum Street a second collision occurred.
On February 12, at approximately 12:52 a.m., Fort Collins Police went to the area of Mulberry Street and Lemay Avenue after a Colorado State Patrol Trooper witnessed a head-on collision.
A 1999 Chevrolet sedan was traveling west on Mulberry Street, approaching Lemay Avenue, at a high rate of speed. The sedan sped past the Trooper, also westbound on Mulberry Street, in excess of 80mph. As the sedan neared the intersection, the driver changed lanes to avoid other westbound traffic and lost control.
The sedan rotated counter-clockwise through the intersection and onto the raised center median on the west side of the intersection. It continued west, striking the center cement Jersey barrier. The sedan spun into the left through lane of eastbound Mulberry Street and collided with a 2002 Toyota Tacoma truck traveling east. The truck went off the south side of the roadway while the sedan continued to travel west on Mulberry Street for several hundred feet in the eastbound lanes.
The driver of the sedan, Rhonda Winters, 39, of Fort Collins, was extricated from her vehicle by Poudre Fire Authority. She was transported to Poudre Valley Hospital via ambulance for treatment of minor injuries. The driver of the truck, Holly Mannan, 30, of Fort Collins, was also treated at Poudre Valley Hospital for minor injuries.
Mulberry Street was closed between Riverside Avenue and Lemay Avenue for 4 ½ hours while police processed the scene. Winters was arrested for DUI, DUI per se and Reckless Driving and booked at Larimer County Detention Center.
