North College Avenue is undergoing a design and construction project to improve the safety, operations and aesthetics between Vine Drive and the Hickory/Conifer intersection. Next week, with the help of Connell Resources, Inc., the City of Fort Collins will begin Phase I of the project, focusing construction on the west side of North College Avenue.
Monday, February 20, crews will begin milling operations on the center and southbound lanes of North College Avenue from Hickory Street to Vine Drive. During this time, mobile closures will be utilized. On Tuesday, February 21, crews will set-up an ongoing closure in the right southbound lane along this same stretch of North College Avenue. This closure will remain in place until July 2012.
While the closure is place, pedestrians and bicyclists are encouraged to use alternative routes or travel along the northbound side of North College Avenue when possible. Transfort Bus System’s Route 8 will also not offer service at three stops (Conifer, Alpine, Vine) along southbound North College Avenue throughout the lane closure.

North College Avenue Improvements
Since 2004, the City of Fort Collins has been working to bring roadway improvements to the North College Corridor. The first stage occurred from Jefferson Street to the Pourde River. In 2010, the City completed a second stage of improvements north of Willox Lane, supporting increased development and commerce in the area. In 2012, the City’s focus turns to improvements from Vine Drive to Conifer Street.
Vine to Conifer Project
This project includes an updated storm sewer system, construction of curb and gutter, improved driveways, a new asphalt overlay, and the addition of bike lanes, landscaped parkways and sidewalks as well as other urban design elements.
Several funding sources have been identified for the project:
• City Funds/Building on Basics sales tax: $4,800,000
• Residual funds from Northern Colorado Truck Route Relocation Project: $1,800,000
• Residual funds from Building Community Choices Sales Tax: $2,700,000*
• State/Federal funds: $1,800,000
• Total estimated project budget: $11.19 M
* Funds to be repaid to the City of Fort Collins by the Urban Renewal Authority
Schedule of construction:
September 2011 – February 2012, Pre-Road Construction:
• Constructing water quality ponds and designated utility improvements
February – June 2012, Phase I Road Construction:
• Construction on west side of College Avenue
o One southbound lane will be closed, northbound traffic will be unaffected
July – October 2012, Phase II Road Construction:
• Construction on east side of College Avenue
o One southbound lane will be closed, northbound traffic will be unaffected
Late October 2012, Phase III Road Construction:
• Final asphalt overlay on both sides of College Avenue
o Lane closures can be anticipated for both southbound and northbound traffic
