Development Review helps ensure each new development, like a piece of the puzzle, aligns with our community's vision for Fort Collins. The Development Review Guide maps out the process for completing new projects. Land Use Code (LUC):Establishes regulations pertaining to development within the City. The following sections of the LUC are specific standards pertaining to green building.
Section 2.2.1(E) Preliminary Design Review: In–depth opportunity shall be provided so developers to work collaboratively with City departments to solve problems relating to complex developments.
Section 3.2.1 Landscape & Tree Protection Standards: New development landscape and irrigation plans shall be reviewed for compliance with the Land Use Code’s water conservation standards
Section 3.2.2 Access, Circulation and Parking: Parking and circulation aspects of all developments shall be well designed with regard to safety, efficiency and convenience of vehicles, bicycles, pedestrian and transit, within the development and to and from surrounding areas.
Section 3.2.3 Solar Access, Orientation, Shading: Active and passive solar energy systems for heating air and water shall be used in homes and businesses,
Section 3.2.4 Site Lighting: Effects of physical lighting on the surrounding neighborhood shall be considered.
Section 3.2.5 Trash and Recycling Enclosures: Provision of areas, compatible with surrounding land uses, shall be provided for the collection, separation, storage, loading and pickup of recyclable materials.
Section 3.4.1 Natural Habitats and Features: Property development shall be consistent with its zoning designation, so the development plan’s proposed physical elements are designed and arranged to protect the natural habitats and features on the site and in its vicinity.
Section 3.4.3 Water Quality: Development shall comply with all applicable local, state and federal water–quality standards, including, but not limited to, those regulating erosion and sedimentation, storm drainage and runoff control.
Section 3.6.3 Street Pattern and Connectivity Standards: All development plans shall adequately provide vehicular, pedestrian and transit modes of travel.
Section 3.6.5 Transit Facilities Standards: New development shall adequately accommodates existing and planned transit service by integrating facilities designed and located appropriately for transit into the development plan.
Section 3.10 Transit–Oriented Development (TOD) Overlay Zone: Use of overlay district shall encourage infill development, reduce vehicular trips, reduce development footprint for vehicles, increase density, make use of brownfield sites and reduce air pollution.
Section 4.5, 4.6 and 4.23 Proximity to Neighborhood: Neighborhood centers shall be in close proximity to residential developments to meet the needs of everyday living in neighborhoods, providing the opportunity for walking or biking to services, conveniences and transit stops.
