Addressing Disruptive Behaviors Downtown

Project Overview

Two years ago, the City started having conversations about disruptive behaviors Downtown. At that time, surveys showed that the three most disruptive behaviors were panhandling, groups or individuals sitting or lying on sidewalks and aggressive, intimidating behavior. Out of that effort, the City partnered to create Outreach Fort Collins and committed additional police resources to the Downtown area. While these two efforts have had a positive impact, the City considered this spring whether to address individuals/groups sitting and lying in the Downtown area.

The ordinance that was approved March 21, 2017, does not include limits on sitting and lying on sidewalks and plazas. It only prohibits sitting and lying on things not designed and intended for sitting at transit locations and in and around public restrooms, and includes an exception for people experiencing a medical emergency.
