Two years ago, the City started having conversations about disruptive behaviors Downtown. At that time, surveys showed that the three most disruptive behaviors were panhandling, groups or individuals sitting or lying on sidewalks and aggressive, intimidating behavior. Out of that effort, the City partnered to create Outreach Fort Collins and committed additional police resources to the Downtown area. While these two efforts have had a positive impact, the City is now considering whether to address individuals/groups sitting and lying in the Downtown area.
Regulatory options are being proposed specifically within the smoke-free zone boundary Downtown with the exception of transit stops and City-owned restroom facilities, which would be subject to use limitations citywide. Any new regulations would be enforced between the hours of 9 a.m. and 2 a.m.
