Fort Collins Utilities uses its infrared camera to evaluate existing building envelopes in order to improve future buildings.

What is the Integrated Design Assistance Program?

Fort Collins Utilities’ Integrated Design Assistance Program (IDAP) helps owners, designers and contractors deliver high-performance buildings that are more energy efficient than required by the building code.

Two options are available:

  • comprehensive Whole Building Approach; and
  • simpler Prescriptive Approach.

What incentives are available?

Design incentives (Whole Building Approach only):

  • for projects that apply prior to completion of schematic design;
  • helps with design-phase costs, such as daylighting and/or energy-efficiency consultants; and
  • favors projects that prioritize energy efficiency early in the design process.

Performance incentives (Whole Building and Prescriptive Approaches):

  • encourages the use of more energy-efficient systems and building integration; and
  • incentive amount based on building electricity savings (Whole Building) or specific equipment selection (Prescriptive).

Fort Collins Utilities also offers free technical assistance for projects.

What are other program benefits?

Through integrated design, the program can help lower building operation and maintenance costs can be reduced. In addition, IDAP buildings typically have greater occupant comfort, promote higher productivity and increase property value.

Is this related to LEED®?

Leadership in Energy and Environmental Design (LEED) is a rating system for green buildings offered by the U.S. Green Building Council. While many IDAP projects also seek a LEED rating, it is not a requirement for program participation. However, the IDAP and LEED can be very complementary.

What is integrated design?

Integrated design is a process and an outcome. In an integrated design process, owners, architects, engineers, site designers, maintenance personnel, energy consultants and others work together early in the process to create a design that integrates components to achieve an outcome of optimal building performance.

What level of commissioning is required for the Whole Building Approach?

The project shall obtain the services of a qualified commissioning agent, whose responsibilities shall include:

  • developing a commissioning plan,
  • performing functional performance testing; and
  • completing a commissioning report.

The commissioning scope shall cover, at a minimum, all heating, ventilating, air conditioning and lighting systems and associated controls.
