The Personnel Board advises the City Manager on matters of personnel policies and problems and in accordance with applicable administrative policy, hears appeals (appeal procedures - appeal goals) from any decision of a Service Director regarding employment actions if requested to do so by the affected employee and, upon completion of the appeal process, to forward findings and recommendations to the City Manager.

Personnel background helpful.
