The Mission of CARE Housing is to advocate for and provide affordable housing to low income working families, with supportive services to strengthen and empower families to build community.

Components:
- Target Population: working low income families, often earning slightly above minimum wage
- Target incomes: 25%-60% of Area Median Income
- 166 two and three bedroom units, comprised of 156 family and 10 senior units

Statistics:
- Two-thirds of the families are single heads of households
- The average annual income earned is about $16,000
- The lowest annual income earned is $13,725

Just as a house is built upon a solid foundation, the Fort Collins Housing Authority is built upon its mission to promote adequate and affordable housing.

Components:
- Local public housing agency - quasi-municipality independent from the City of Fort Collins
- Secures public and private sector funds (federal, state, and local) to develop, maintain, and implement assisted housing programs, operating within the corporate limits of Fort Collins

Programs include:
- Fort Collins public housing
- Wellington public housing
- Affordable housing
- Single room occupancy (SRO)
- Section 8 voucher program
- Economic self-sufficiency programs

Dedicated to eliminating substandard housing and homelessness and to making adequate, affordable shelter a matter of conscience and action.

Components:
- Projects are geared towards assisting the working poor earning between 25% and 50% of the Area Median Income.
- "Hand Up, Not Handout" credo: families are expected to contribute at least 250 hours towards the construction of their house and an additional 250 hours helping build a house for someone else.
- Program uses zero interest mortgages and volunteer labor to keep construction costs down.
- A family can expect to pay no more than 30% of its gross monthly income on house payments, taxes, insurance, and utilities.
- Nine Habitat houses constructed, one under construction, and two planned

The mission of Neighbor to Neighbor is to empower people and promote affordable housing opportunity through counseling, education, outreach and partnering with the community.

Components:

1. Rental Counseling - locating affordable housing, damage deposit assistance, landlord/tenant counseling, Section 8 landlords; property management lists, housing lists, eviction prevention, step-up housing first month's rent and damage deposit

2. Mortgage Counseling - homebuyer education seminar, mortgage default/foreclosure, prevention counseling, reverse mortgage counseling for older adults.

3. Special Projects - relocated 200 families from Pioneer Mobile Home Park, relocated families displaced by the Fort Collins Flood of 1997, acquired an expiring Section 8 project (68 units) in 2000.

4. Permanent, Affordable Housing - own and manage 128 rental units in 9 complexes, ranging in size for a triplex to a 68 unit complex, throughout Fort Collins and Loveland. Provide special needs housing including for seniors, people with AIDS, young physically disabled, former domestic abuse victims, Section 8, and previously homeless families.

Components:
- 121 one, two and three bedroom apartment rental units
- Target population is 60% or less AMI
- Rent restricted for 30 years
- Project was co-sponsored by Neighbor to Neighbor (non-profit) and Shields Street Corp. through an equally owner Colorado Limited Liability Company, Affordable Housing Ventures, LLC
