What is Refill Fort Collins?

For the first time in Fort Collins' history, the community is facing limits of further outward, physical expansion. City Plan, the City's comprehensive plan, emphasizes the accommodation future community growth through the creative recycling of vacant and under-utilized land. Redevelopment and infill can help revitalize aging commercial areas, contribute to the vitality of our downtown area and add variety to our housing opportunities. Experience has shown, however, redevelopment and infill projects frequently encounter particular challenges - obsolete structures, contamination, poor access to utilities, public opposition, etc. impeding development.

What is Redevelopment?
- More intensive use of existing underused buildings and sites (often including building additions and floorplan reconfiguration).
- Rehabilitation of historic buildings for new uses.
- Removal of existing building(s) and replacement with different buildings, often which are larger and contain more intensive uses.

What is Infill?
Infill means the development of new housing or other buildings on scattered vacant sites in a built-up area.

What is the status of Refill Fort Collins?
Refill is intended to be an evolving and on-going, City program. In 2010, an additional set of refill sites will be chosen for a more intensive level of information gathering. Currently, the project is in phase II, dubbed "Priming Sites for Refill", builds on the work of phase I by identifying development issues with actual sites rather than on general redevelopment concerns. The project provides an inventory of potential infill and redevelopment sites in Targeted Redevelopment Areas as defined by City Plan. Basic property information was collected for nearly 90 sites, and more detailed information was collected for five sites. The detailed information provides a description of issues, constraints, opportunities and development potential. The intent is to explore all of the known issues so that solutions can be explored prior to submittal of a development proposal. Does the City of Fort Collins own these sites?
The City of Fort Collins is not the owner of any of the sites listed here. The information is provided only as a suggested starting place for redevelopment projects. Additional investigation will be needed to assess the viability of development on specific sites.

How did Refill Fort Collins begin?
Refill Fort Collins resulted in revised City Codes and administrative policies that ensure exemplary redevelopment and infill projects become a reality. A report, Called "Refill Fort Collins," containing the issues and solutions was completed in 2005. Please download this report to your left.
