Plan adopted! The process to update this plan began in March 2008, and it ended with Council adoption on September 15, 2009. To your left you'll find PDFs of both the newly, adopted plan or the 8-page plan summary.
Initially adopted in 1999, the Mountain Vista Subarea Plan (MVSP) is an element of City Plan. Over these past 10 years, staff has responded to numerous requests for changes to this plan. The timing is right to have another look at MVSP and assess what changes are needed. The MVSP update process started March 2008, and is anticipated for completion in August 2009.
This area's future is projected to accommodate a significant portion of the City's future growth with approximately 1,500 acres of vacant land. While the City's Structure Plan, Master Street Plan, and current Zoning Map establish a foundation and direction for this area's future development decisions, the need to reevaluate and assess potential changes is warranted.
The update to Mountain Vista Subarea Plan will determine potential refinements to land use, streets, drainage ways, parks, open lands and trails. The update will refine the adopted vision, goals, and policies in the original document, based on new information. Finally, this process will include a reassessment of the implementation actions identified to achieve the Plan in the future.
A centerpiece of the Mountain Vista Subarea Plan is the Framework Plan map. This "Framework" represents an integrated pattern of existing and future land use, streets, trails and network or open lands - establishing a guide for growth in this northeast part of the City (See map link to left). The Framework Map provides more detailed policy directives, than what is described in the City of Fort Collins Structure Plan map, part of City Plan, the communities Comprehensive Plan.
Key building blocks incorporated into the Framework Plan map, or "pieces of the puzzle", include new residential neighborhoods, schools, parks, commercial center, employment and industrial districts. These destinations will be linked by a system of transportation corridors serving vehicular, transit, bicycle and pedestrian travel that provide a high level of connectivity, internally and to other destinations throughout the community.
The study area includes several existing ditch and canal drainage ways. These facilities will be integrated with other planned future drainage corridors to accommodate surface drainage from development and long-term flood plain mitigation. This network of green drainage corridors, natural areas and wetlands, and detention ponds will be identified in the Plan to represent a collective network of open lands.
The planning process to update the Plan is divided into three main sections. The first phase (March 2008 - August 2008) primary tasks include identifying background information associated with project start up (See link to Schedule Overview). The technical staff team identified key issues, assessment of existing conditions and plan objectives. A reevaluation of the original vision, goals and policies was conducted to assess refinement of this foundational language. The team set up meetings with individual property owners and provided updates to Boards and Commissions during this phase.
Phase II (August 2008 - March 2009) focused on design. A traffic generation assessment by the consultant team will determine future traffic demand comparison between the existing street network and future transportation system to identify planned street classifications and level of service for each intersection area. A market analysis was conducted to assess support for the amount of land use designations in the plan area. In October, three Framework plan alternatives were developed to compare different scenarios showing options for land use, street patterns, open lands and other public facilities. In February, 2009 staff prepared three Plan map options to further test land use and transportation choices. Based on feedback to date, staff has integrated successful elements of each alternative map into a single draft plan. Meetings with the public, area property owners, Anheuser-Busch, Boards and work session with City Council will be scheduled during this phase.
Phase III (March 2009 - August 2009) includes developing the final plan document. The Plan will incorporate updates on the analysis data, land use and transportation recommendations, and implementation strategies to achieve the Plan. City Council is scheduled to consider adoption of this plan on September 15, 2009.
